GRPA- Graded Response Action Plan :

The GRAP system, also known as the Graded Response Action Plan, is a rule-based system used in Delhi and the NCR region to control air pollution whenever it rises to dangerous levels. It was created by the Central Pollution Control Board to help the government act quickly and take the right steps at the right time.

Every year, the air quality in Delhi becomes very poor, especially during winter, because of weather changes, vehicle smoke, dust from construction, industrial emissions, and stubble burning in nearby states. To manage this situation properly, GRAP uses four stages of action. Each stage is linked with the Air Quality Index, also known as AQI. When AQI levels become poor, very poor, severe, or severe plus, GRAP automatically activates different measures that must be followed by the government and the people.

Stage 1 starts when the AQI reaches 201 to 300, which means the air quality is poor. In this stage, the government begins cleaning roads with machines, sprinkling water on dusty areas, controlling open burning of garbage, and checking construction sites for dust pollution. Public transport services like buses and metro trains are increased to reduce the number of cars on the road. People with health issues are advised to stay indoors because even this level of pollution can cause coughing or breathing problems.

Stage 2 is activated when the AQI crosses 300 and becomes very poor. In this stage, stronger rules are enforced. Diesel generator sets are banned except in emergency situations. Traffic police increase checking of vehicles and pollution certificates. Construction activities are more tightly controlled, and big construction sites must use anti-smog guns. Offices are encouraged to use work-from-home options so that fewer people travel every day. Heavy vehicles are not allowed to enter Delhi during peak hours. These steps help slow down the rise in pollution.

Stage 3 is declared when the AQI goes above 400 and the air becomes severe. This level of pollution is very harmful for everyone, including healthy people. At this stage, almost all construction and demolition work is stopped because they generate a large amount of dust. Industrial units using polluting fuels are shut down. Mining activities, stone crushing, drilling, and excavation are banned. Schools are advised to limit outdoor activities for children. Municipal teams increase patrolling to stop any illegal burning of waste. The aim ofStage 3 is to prevent the situation from turning into a public health emergency.

Stage 4 is the highest level under GRAP and is used when AQI goes above 450. This is called severe plus or emergency level pollution. In this stage, very strict actions are taken. All non-essential trucks are banned from entering Delhi. BS-III petrol and BS-IV diesel cars are not allowed on roads. All construction and demolition work is completely stopped. Many industries, except those providing essential services, are shut down. Schools may shift to online classes. Offices are asked to implement work-from-home as much as possible. Highway diesel vehicles from other states are restricted from entering the city.

These rules are applied only in the worst pollution days to protect the health of millions of people. GRAP is very important because it helps the government respond faster and more effectively during pollution spikes. Without a proper plan, the pollution would rise uncontrollably and affect everyone’s health. The system provides clear guidelines so that no time is wasted in deciding what to do.

It also ensures that actions are taken uniformly across Delhi, Noida, Gurgaon, Faridabad, and Ghaziabad. While GRAP is very useful, it cannot solve pollution completely. Many pollution sources like stubble burning happen outside Delhi, and controlling them requires cooperation from other states.

Also, public participation is necessary. People need to help by using public transport, carpooling, avoiding unnecessary travel, keeping their vehicles well maintained, reducing generator use, and never burning waste. Small actions from many people can reduce pollution in a big way. Even with challenges, GRAP has become one of the most important air quality control systems in India. It ensures that every rise in pollution receives a quick and organized response.

It protects public health by reducing harmful activities during critical periods. With better enforcement, stronger cooperation from citizens, cleaner industrial practices, and long-term solutions like electric vehicles and green energy, Delhi can move toward a cleaner and healthier future.

The GRAP system is not just a set of rules; it is a lifeline for millions who suffer each year due to toxic air, and it continues to play a major role in managing one of the most difficult environmental problems in the country.
